A Snapshot on Financial Exploitation in Oregon

Learn common signs of financial exploitation and abuse as well as how this type of abuse is perpetrated here in Oregon.

Presenter: 

Billie McNeely-Johnston is the State Financial Exploitation Specialist at the Aging and People with Disabilities division of the Oregon Department of Human Services. She was a police officer for over seven years with the cities of Scappoose, Tigard, and Hillsboro, and has always had a passion for advocating for and protecting vulnerable adults. To this day, Billie is a certified Instructor at DPSST for the Elder Abuse Criminal Investigations Basic Police Class. Following her time as a police officer, Billie worked as a fraud investigator with the State of Oregon Employment Department. In her last year of service there, she was recognized for finding over one million dollars of unemployment benefits paid out due to fraudulent claims. Billie is the winner of the Department of Justice Attorney General’s Award in 2022 for her excellence in Elder Justice. She sits on a variety of task forces and elder abuse committees and presents on Elder Financial Abuse to bankers, credit unions, security task forces, CPA’s, law enforcement and District Attorney’s. She currently resides in Salem with her husband and daughter and their two dogs.

Please note that we offer CEUs only for our annual conference in October, not for our regular events. However, we are happy to issue a Certificate of Attendance upon request for those who attend this webinar for its entire length. To request one, please send us an email after the event.
